ESSENTIAL FUNCTIONS:

The essential functions include:

  • Supervise the Operations of the Financial Services Department
  • Ensure that effective internal controls are in place and ensure compliance with applicable federal, state, and local regulatory laws and rules
  • Supervise/ensure monthly closing of accounting records
  • Prepare the monthly non-direct cost allocations & prepare/post the journal entries for the general ledger in accordance with the Hillsides Cost Allocation Plan.
  • Annually Review Hillsides Cost Allocation Plan with the Director of Budget Analysis and Financial Performance for consistency and allow ability in accordance with the Uniform Guidance.
  • Prepare monthly program and agency financial reports for review by CFO by the 15th of each month.
  • Maintain the integrity of the general ledge ensuring that accounting processes and allocations are in compliance with GAAP, private and government regulations and procedures.
  • Monitor Agency operational cash requirements.
  • Develop and enforce internal control procedures including acting as internal auditor as needed.
  • Together with the CFO, serve as team leader for all external audits: annual independent audit including OMB-133A federal audit; annual financial statement, workers comp, Medicaid, County or State audit.
  • Work closely with Human Resources Director to handle all other related issues such as benefits, over time payment, pension, unemployment, time and leave, Cobra, advance loan to employee, etc.
  • Work closely with Program and Support Leadership to resolve any fiscal issues: billing, statistic, revenue, deposits, banking, payroll, PTO, and/or financial reporting.
  • Assist CFO in organizing, developing and implementing policies and procedures.
  • Assist with the development of electronic tools to improve department performance.
  • Develop recommendations for continuous improvement of the financial operations
  • Prepare reporting to governmental agencies, foundations, and all funders as required.
  • Attend and participate in meetings, committees, and training sessions as directed by Chief Financial Officer
  • Other duties as required

Equipment and Computer Software Skills and Abilities:

  • Computer literate (basic working knowledge of Microsoft Word, Excel, and Outlook), data/electronic records program currently in use, and other applications related to billing of services
  • Able to use telephone, office copier, calculator, fax machine, computer printer and scanner, or other equipment as required

WORK ENVIRONMENT:

  • Regularly work indoors in a variety of environments
  • Potential exposure to blood borne pathogens

EDUCATION, EXPERIENCE & CERTIFICATES

  • Bachelor's degree in accounting, finance or business management with an emphasis in accounting
  • CPA license preferred but not required
  • Ten years experience in the accounting/financial reporting areas, with at least five years in supervisory role
  • Experience in non-profit accounting required
  • Detailed familiarity with Hillsides' finances is required
  • Must be PC proficient, with strong experience with Microsoft Excel and Word
  • Experience with Blackbaud's Financial Edge accounting system
  • Strong verbal and written communication skills
  • Strong interpersonal, supervisory, and customer service skills required
  • Valid California drivers license, clean driving record and personal vehicle insurance acceptable to Hillsides' insurance carrier
