Starting Salary Range: $90,000.00 - $115,000.00 per year (based on bilingual status and/or experience)

ESSENTIAL FUNCTIONS:

The essential functions include:

  • Work closely with the HR Director in the implementation of the organization's strategic HR plan, employee relations strategies, and department-wide initiatives.
  • Lead or support special HR projects with a focus on innovation, compliance, and process improvement.
  • Directly supervise and support HR Managers and/or Generalists to ensure timely and efficient execution of day-to-day HR responsibilities.
  • Foster collaboration, accountability, and continuous development within the HR team.
  • Generate, analyze, and distribute key HR metrics and reports to support business decisions and compliance.
  • Assist in managing compensation structures and maintaining equitable salary grades across the organization.
  • Administer employee benefits programs including health, dental, vision, and 401(k), as well as open enrollment.
  • Manage processes related to performance evaluations, including ensuring timely completion, tracking merit increases, and coordinating payroll-related pay changes and adjustments.
  • Support the creation, review, and revision of employee policies and procedures to ensure legal compliance and organizational alignment.
  • Provide guidance on complex employee relations matters with professionalism and discretion.
  • Manage employee leaves of absence, disability, unemployment, and ensure compliance with federal, state, and local leave laws.
  • Manage Workers' Compensation claims, reports, and compliance-related documentation.
  • Oversee recruitment efforts for the agency, including oversight of job postings, candidate screening, interview coordination, and hiring processes to ensure alignment with organizational staffing needs and goals
  • Ensure accurate and organized maintenance of personnel records in accordance with regulatory and organizational standards.
  • Support HR audits and ensure readiness for internal and external reviews.
  • Represent HR in internal committees and cross-departmental meetings, offering insight and advocating for employee-centric solutions.
  • Other duties as required

EDUCATION, EXPERIENCE & CERTIFICATES

  • Bachelor's degree in Human Resources, Business Administration, or a related field required.
  • A minimum of 5-7 years of progressive human resources management experience.
  • At least 5 years of demonstrated experience in supervising and leading HR staff.
  • Professional HR certification (PHR/SPHR or SHRM-CP/SHRM-SCP) preferred.
  • Exceptional written and verbal communication skills.
  • Proven ability to manage a high-volume, diverse workload with competing priorities.
  • Self-motivated with a strong sense of initiative, ownership, and follow-through
